As the title, have a few boxes with generic checks, but if they need to go to a particular department, do they need new services setup or as above, will they inherit the contact details from the host configuration file. Alternatively if this doesn’t work, is there another way to make this happen without essentially duplicating the services just to send the same alerts to different groups.

Service won’t inherit hosts contact_groups.

For every service you define you have to define contact_groups. You can add several contact_groups to one service definiton if you want. If you have several services with same definitions, you can make a template for service definition and then shorten you service definitions. Check the templates part in Nagios documetation for more info.
