Hi guys,

Is it possible to create something like host - service dependencies so that nagios will NOT check the services of a host which is recognized as being down?

I want to use this since nagios seems to have some reliability and performance issues when a host goes down. The outcome of the service checks on healthy hosts is not reliable and sometimes those checks are done very late (for instance after 30 minutes while it should check every 10 minutes)…

Sure, host/service dependencies and parent/child is an integral part of nagios. The docs show how to set them up.
