yes, you can disable the command functions for some users…
BTW you can even have them see only certain machines, and not others. But better check the docs well for the security part…

If you are talking about monitoring internet services, you may be able to do some of that. For example, If I wanted to check if Yahoo.com is up and running, I could check to see if port 80 is responding at www.yahoo.com.
Please elaborate, since your question sounds kinda vague to me, and perhaps others.
