NSCA not working?

I have installed and configured NSCA plugin accourding to official documentation (nagios.sourceforge.net/download/ … _Setup.pdf).
And when I start nsca I don’t see not open ports on 5667 using netstat or nmap. nsca.cfg is properly configured (i think)

If I “telnet localhost 5667” I get a bunch of wird characters displayed…

If I do /usr/local/nagios/libexec/send_nsca -H localhost -c /usr/local/nagios/etc/send_nsca.cfg < /root/test
0 data packet(s) sent to host successfully.
