I’ve got Nagios-1.3 installed on rh7.3.The nagios.cfg i’m using is as below.Rest cfg files are as per the docs.

The issue i'm facing is that when an external command is run like "Submitting a passive check for a service" i receive two email alerts rather that just one.
I've checked the no.of entries of this external command made in the nagios.cmd n found that just one entry is made per external command,is something like[1138685516] PROCESS_SERVICE_CHECK_RESULT;nkaranuk;GENERIC_DB_CONNECTION;2;submitting a passive check manually
.So is this a normal behavior or i'm missing some key configuration that is causing these duplicate alerts.
