Email always, page sometimes

I have a service that is important enough to page me during the day, but not important enough to wake me up in the middle of the night. I’d like to recieve email 24x7. Right now I have it both emailing and paging me 24x7.

I’d like to avoid event handlers. (Why? I want to keep this as simple as possible with as few features as possible)

Create 2 contacts. One will be contacted via email 24/7 and the other via pager, but only during working hours. both contacts are in fact the same person, but with a different contact name and config settings.
